Rec. 8.55 p.m. London, Oct. 26. Sir E. Hilton Young, addressing the British Empire Union, declared that unless the member States paid their contributions the League of Nations might have to severely curtail its activities. Arrears wore accumulating at the rate of £150,000 yearly and the working capital was almost exhausted.
