Rec. 5.5 p.m. Montreal, Sept. 3. Mr. Montagu Norman, governor of the Bank of England, sailed for home by the Duchess of Bedford yesterday. He boarded the vessel in his usual secretive manner three hours before sailing. Mr. Norman was reported to have visited America in connection with a proposal to raise an international loan of £1,000,000,060 to liquidate war debts.
