PEACE PACT INTERPRETATION
NECESSITY OF CONSULTATION.
U.S.A. SECRETARY’S STATEMENT.
British Wireless Rugby, Aug. 9. A profound impression has been created by a speech by Mr. H. L. Stimson, the United States Secretary of State, at New York last night. The Press welcomes his statement that the Bfiand-Kellogg Pact “necessarily carries with it an implication of consultation” between the signatories. Faced with the threat of violating this implication Mir. Stimson eaid his views bad not been fully appreciated by those anxious to see the Pact supplemented by a formal provision for consultation, and he added that this interpretation would become one of the great and permanent policies .of the United States.
Acceptance of Mr. Stimson’s interpretation of the Pact must constitute ft valuable strengthening of th® world's security and the international architecture of the Pact.
