With the approach of the election on July 31 Germany seems on the verge of civil war. There is fresh rioting by the rival factions and clashes daily, with an amazing increase in casualties. An open Communist revolt was attempted in the Suelz suburb of Cologne. Revolvers were fired from cellars and roofs at the police, who were attempting to remove barricades. The rioters tore up pavements and smashed lamps. The police commandeered armoured cars and arrested hundreds in possession of firearms.

Seven hundredweight of high explosives and 1900 .percussion caps were stolen at Goettingen. Unrest is growing even among peaceful citizens.
