Rec. 5.5 p.m. Geneva, April 13. Signor Grandi associating himself with Mr. Hugh Gibson’s proposal at the disarmament conference, sweepingly proposed the immediate abolition of chemical and bacteriological warfare, the abolition of battle*
ships, aeroplane-carriers and submarines by yearly percentage in accordance with the number of years fixed for their abolition, and the abolition of bombing planes and heavy artillery by progressive diminution, beginning with the heaviest guns. The discussion became simply a repetition of the discusions of the' last four years. The latest proposals have been referred to the bureau, which is expected to report on Monday, when the conference next meets.
