MYSTERIOUS DELAY IN CANADA.
HITCH IN CABINET RUMOURED.

Mystery shrouds tho Government delay in the ratification of the New Zealand treaty. All attempts to question the Minister of Trade (Mr. H. S. Stevens) draw only the reply that certain formalities are not completed. A Vancouver message says the trade board of the lumber industry is puzzled by the delay in connection with the treaty. Mr. Stevens, on his return from Honolulu, stated that the pact would be completed without delay. There is a strong suspicion that a hitch has developed within the ranks of Cabinet. Lumbermen are considering pressing the Government for an explanation.
