The issue of the passes was in accordance with the practice of some previous Administrations. The present Government, however, considered that it had no right to involve the taxpayers in the expenditure of £4OO which would have had to be paid to the State railways for the passes until the five successful candidates were actually sworn in os members of Parliament. A reasonable time had been allowed to those who had visited Canberra for the opening, of the Parliament to return to their homes before the passes were withdrawn.
