Valentine, to investi- / At yesterday’s meting Mr. Valentine reported that in the latest regulations relating to the organisation of primary schools it was declared that pupils who had satisfactorily completed a course of study in Form 11. (Std VI.) and could not, on account of distance, conveniently attend a secondary school, a district high school or a technical school should be classified as belonging to Form 111. Plainly, those pupils might ba on the roll of an ordinary primary school. The syllabus of education set forth the complete courses of study for Form ITI. (Std. VH.) evidently to provide for the cases referred to. . In its letter of February 11 the department. extended the privilege of attending an ordinary public school to pupils who, though living in a town or city, were qualified, for secondary education, but who, on account of the cost of books or for other reasons, were not likely to enter a post-primary school. Such pupils were allowed to attend a primary school as Std. VII. pupils for only one year. It would appear that the regulations caused the attendance of such pupils at any school to become automatic—they had the right to attend if they were qualified and could, meet the conditions laid down. No approval by the education board or school committee seemed to be necessary. When teachers accepted such pupils they must instruct them in the courses laid downin the syllabus for Form HI. (Std.
