FRIENDLY ADVICE TO FRANCE NEED FOR TARIFF CHANGE LOANS TO PAY THE FRENCH By Telegraph—Press Assn.—Copyright. Rec. 5.5 p.m. Paris, Dec. 19. The British Note to France explaining Britain’s attitude on war debts and reparations emphasises that British loans to Germany since the war have kept Germany solvent and Europe stable, and that France’s reparations from Germany have been paid from money lent by Britain to the German Government. The Note reminds France that Britain’s open door to imports helped to keep European trade going, but the tariff policy of other countries no longer justifies a continuance of this course. Britain cannot afford longer to carry the immense burdens and interests of others. A general settlement of war debts and reparations must be faced. The Note is quite friendly and deals only with principles, leaving details to be settled by an international conference at the new year.
