REDUCTION OF EXPENDITURE new method of management. COUNCIL MEETING AT HAWERA. The administration, finances and general organisation of the Western Federated. (N. 1. Flying Club underwent a complete survey at last night’s Hawera meeting of the council. As the result of consideration of proposals of the special committee appointed on August 19 certain rules were revised, economies in the expenses of administration effected, and the actual basis of control was altered.

Mr. A. S. Burgess (Wanganui) presided over the meeting, others present being Messrs. G. M. Spence and C. Hannan (New Plymouth), Mr. C. Frevberg, Dr. W. F. Buist, Mr. W. G. Strange (Hawera), Captain S. Gib ( bons and Mr. Franklin (Wanganui). FlyingOfficer I. H. N. Keith and Ground-En-gineer Salter were also called, into conference. Apologies were received from Feilding and Manawatu delegates. The chairman explained that the special committee comprising Messrs. C. Freyberg, McLean (Feilding), Rhillips (Manawatu), Spence and himself had met at Palmerston North on August 30 and at New Plymouth on September 20. Members had made personal inspections of the Palmerston North, New Plymouth, Wanganui and Hawera aerodromes, hangars and equipment, a report being received, upon Feilding’s facilities. In drawing up the proposals, an analysis of receipts and expenditure for the year ended May 31, 1931, the quarter ended August 31, 1931, and an estimate for the. six months ending May 31, 1932, had been carefully considered. Following on the lines of the eommittee’s proposals, it was decided to reduce certain administrative expenses. Council meetings would be held at the end of January, April and the middle of October on dates to be arranged by the president. Any necessary business between meetings would be transacted by the executive committee comprising the presidents of the five constituent clubs. Authority to exercise all powers held by the council was vested in the executive. A. sub-committee was given power to formulate rules for the use and control of the federation machines, to hold inquiries into accidents and breaches of flying rules and regulations, and to advise the executive on all technical matters pertaining to flying in federation territory or in federation machines, or the use, management and maintenance of the machines. The committee would, comprise Messrs. C. Freyberg, Andrews (Fielding) and Edwards (Manawatu), Captains J. Warnock (New Plymouth) and S. Gibbons. In view of the financial position of the federation no action was taken with regard to the removal of the ground engineer from the New Plymouth aerodrome, where all major repairs and overhauls would be made. For minor repairs constituent clubs could employ a local ground engineer if he possessed the necessary qualifications. With regard to benzine consumption, the secretary was instructed to obtain monthly particulars from each machine. Particulars of the benzine used were to be entered in the machines’ logbooks. In the transfer of planes from, one federation aerodrome to another, pupil members of the club from which the machine was transferred would have the first option of flying the machine at the ruling rates. For the discussion of conditions of hire for long distance flights, a sub-committee comprising Messrs. Spence, Freyberg and S. E. Nielson (secretary) was appointed. The effect of the Control of Aviation Bill,at present before Parliament would also be ascertained by the committee; The adoption of a uniform scale of charges for ground landing fees, was mentioned, and it was decided ;to recommend the institution by federation clubs of 2s ground and 2s hangar ac- ( commodation fees. A deputation to the Minister of Defence urging the immediate delivery of an additional defence plane to the federation is to be arranged by the chairman. / '■ .... .. . ’ Application is to be made to the New Zealand Aero Club for the allocation of the North Island official pageant for 1931-32 to the federation, the pageant to be held at Wanganui in February.
