“The economic crisis affects the proletariat throughout the world; therefore it behoves the Soviet to co-operate with the capitalistic countries to maintain peace and ensure the welfare of the world’s proletariat,” declared Stalin in an- address to the collegium of the Foreign Commissariat at Moscow.
Stalin instructed the commissariat to revise the Soviet non-aggression pact for presentation to foreign Powers at the earliest opportunity.
