President Hoover lias appointed Mr. Walter Tilford, president of tlie American Telephone and Telegraph Company, one of America’s largest corporations, to create a super-organisation for meeting the unemployment crisis in the coming winter. The President thus hopes to avoid the threat of socialistic legislation. "
Mr. Hoover plans to meet the situation through a policy of local initiative with the Federal Government. acting as a central co-ordination. The President indicated that he will fight every proposal for the enactment of direct- relief by the Federal Government. , The Red Cross has allotted 100,900 dollars for the relief of flood sufferers on the Yangtse River, China. It' will be dispensed by a committee at Hankow.
