A GENERAL PROHIBITION CASH DISCOUNTS TO BE ALLOWED NEW BILL EXPECTED NEXT WEEK (By Wire— Parliamentary Reporter.) Wellington, Last Night. The Trading Coupons Bill, which will be introduced in the House of Representatives next week, will go much further than the measure of last session and will prohibit all gift schemes, whether coupon schemes or otherwise. Time will be allowed for the winding up of gift schemes already in existNo restrictions will be placed on the present system of cash discounts, which enables traders to give a small discount in respect of each small purchase, the purchaser spending the total of such discounts in whatever way he or she desires. The Hon. P. A. de la Perrelle stated to-day that from expressions of opinion he has received it seemed the measure would be generally welcomed and would have a speedy passage through the House.

Unless Parliament so directed, the Bill would not be referred to a select committee. The Government had viewed the whole question in all its aspects and- was of the opinion that the proposals to be placed before Parliament were not only in the interests of retailers, whose legitimate trade had fallen considerably, but also in the interests of and for the protection of Jibe purchasing public. /
