MEETING OF THE ASSOCIATION.
QUESTION OF UNIVERSAL BY-LAWS
The quarterly meeting of the Taranaki Local Bodies’ Association was held at Eltham yesterday, when there were present Messrs. J. S. Connett (chairman), A. L. Campbell, R. J. Knuckey (Eltham County), T. R. Anderson (Stratford County), A. E. Cowley (Inglewood County), E. Long (Waimate County), W. Marr, H. A. Gallagher (Kaponga Town Board). Apologies were received from Messrs. J. B. Murdoch (Hawera County) and S. Vickers (Taranaki County), the New Plymouth Borough Council and the Whangamomona County Council. Letters were received from the. Prime Minister and the Hon. S. G. Smith, acknowledging the association’s resolutions in regard to the economic position of the country. The chairman said that it was very gratifying to note that the outline of policy proposed by the Prime Minister was on the lines of the association s resolutions. There seemed to bo every likelihood of a combination of the United and Reform parties to deal with national questions. . The chairman said that No. 5 unemployment scheme was not quite as successful as it might be on account of some men receiving varying periods of work each week, .but the scheme was as satisfactory as possible under the circumstances. The adoption of model by-laws and the revocation of the joint by-laws was referred to by the chairman, who said he did not know exactly what the cost of advertising would be in regard to their Dominion-wide adoption. He thought it would be advisable for them to adopt the by-laws as they stood, and for each district by special order to exclude any which did not apply to its areas. The building by-laws for towns, for instance, would not apply to country areas. He did not know whether the whole of the by-laws or only a synopsis would have to be advertised. He urged that legal opinion be obtained on this point. An arrangement had been made whereby any alterations in the statute would be made available and brought up to date for local authorities. ... j On Mr. Anderson’s motion/ it ws agreed that the executive be authorised to examine and revise the new by-laws and bring down any recommendation for next meeting. ' . It was also decided to obtain an estimate of the cost of the printing and advertising that would be required for the adoption-of-the by-laws." ‘ .
