The Legislative Council debate is in progress on the second reading of the Bill to completely abolish the Legislative Council. The older and experienced legal members declared that while they were .'prepared to' vote 'for the' Bill they, were confident the Government would be unable to accomplish its desire until,a referendum was taken and the voice of the people obtained. Sir Joseph Car* rutfiers. said: he had no doubt how- the . people would vote. ' ' i ThoSe who wish to save the Legislative Council arc relying oii an appeal t’p the Supreme Court tp restrain;the Government from p'rbce’eding with ' the measure without a referendum. Accordingly an injunction will be sought after the Referendum Appeal Bill passes the Assembly. . The legal question, and- a most important one, which remains to be decided is whether a former PaTlia- ’ merit can tie the, hands of a succeeding. Parliament by' its Act providing that a referendum must be taken before the Council can be abolished.
