Mr. Neville Chamberlain, chairman of the Conservative Party organisation, in a speech yesterday said in the Conservative . view there were three ways m _ which the present situation should be tackled: By a reduction of direct, taxation, which involved a reduction in national expenditure;’ (2) by protection of the home market; (3) by development of Imperial trade through reciprocal trading agreements. A bolder and more rapid policy than safeguarding was necessary, Mr. Chamberlain said,;. and although time would be required for building up a scientific, carefully adjusted tariff, an emergency tariff for protection of the home manufacturers would-be introduced in a comparatively short. time-, sufficient to restore the . confidence Of employers and workers alike.,,Behind the emergency tariff they could enter’ into negotiations and the investigations necessary.
