COPING WITH REBELLION. In order to distinguish between loyal and rebel tribesmen, and thus prevent rebels from obtaining food, money and arms, the Italian leader, General Graziani, ordered the transfer of 80,006 people and 600,000 animals from the interioi' of Cyrenaica to the coast. The transmigration, which began early in September, has now been completed.
