AN IMMORTAL PHRASE
COURAGE OF M. BRIAND. Geneva, Sept. 17. Professor Ludwig, the German historian, in an interview with the Journal de Geneve, said: “When during the past 30 years has a Minister had the courage to proclaim, as M. Briand did, that while he remained in power his country would not make War? “What folly to pretend that such a declaration is more easily made by a Foreign Minister who has behind him the greatest military force in the world,” he added. “This makes the declaration more difficult. A phrase like that, uttered in this dark hour, immortalises M. Briand.”
