GERMAN POLITICAL CRISIS

HERR BRUENING SUMMONED I TASK OF FORMING CABINET SUGGESTION OF COALITION EXCLUSIVE OF FASCISTS By Telegraph—Press Assn.—-Copyright. Berlin, Sept. 23. President Hindenburg has summoned Herr Bruening to form a Cabinet. It is understood that he urged the widening of the Government in order to include all parties prepared to co-operate, but excluding the Hitlerites (Fascists). Meanwhile there is a rapid slump on the stock exchange, which is apparent throughout Germany. Herr Paul Loebe, Speaker in the Reichstag, in the first authoritative review of the political position as a result of the elections, says he does not fear a dictatorship because its advocates realise that they could not fundamentally change the German foreign policy without creating the gravest dangers. A dictatorship could not fight the nation’s economic crisis and unemployment by methods other than parliamentary. Since the partisan members also realised these facts it was certain that they would adopt the necessary attitude of moderation. President Hindenburg, in authorising Herr Bruening to form a Cabinet, announced that he shared the Chancellor's views and did not fear a coup d’etat or any such danger anywhere in Germany. MINISTRY OPENS INQUIRY. HIGH TREASON CHARGE POSSIBLE. Newspapers state the Attorney-Gen-eral at the request of the Ministry of Defence has opened an inquiry which may lead to a charge of high treason against Herr Hitler and Herr Goebela, leader of the National Socialist Party.
