MacGroarty, moved for the introduction, of a Bill to amend the Crown Remedies Act of 1874. • He stated that the reason why Mr. . Theodore had not been criminally prosecuted was that the evidence given before a Royal Commission could not be used in criminal proceedings. The Government was now introducing■: legislation to mend the law. so that civil tion may be taken. The Bill was read a first time.
