IMMIG RATION REG ELATION S. REVISION OF RESTRICTIONS. A consolidation and revision of previous regulations concerning’ the landing of persons .from overseas in Samoa is made in the Samoa Immigration Order, 1930, which comes into force next Monday. Most of the existing restrictions continue in force, but they are expressed in different language in the new order. Save with the authority of the Ad-. ministrator, no immigrant will be permitted to land in Samoa until, he has signed a declaration giving particulars of” name, age, nationality, parentage, proposed duration of residence, and nature of business in Samoa, and the amount of English money in his possession. A new regulation requires the collector of customs to obtain from the person desiring to land security sufficient to cover the cost of transport to some place, outside. Samoa, should he not be permitted to land in Samoa. : The security may be either a cash deposit up to £5O, a boat ticket or a guarantee. The applicant for a permit to land is also to be required to declare his preparedness to swear or affirm that he will faithfully observe and obey the laws of Western Samoa. The specific ban against Chinese in the regulations of 1921 is removed, and they now come under the general restriction applied to all persons other than those of British birth and parentage, for whom a special permit is required. These will not bo required. to indicate their readiness to swear their willingness to. obey the laws, but they will be required to declare they are not disaffected or dangerous persons, or those who. advocate the overthrow by force or violence of constitutional government. Among those persons definitely prohibited from landing in Samoa are people whose presence may be injurious to the peace, order, or good government of the territoiy, and those who, at any time within five years of the date of their arrival in Samoa, have been convicted of any criminal offence punishable by imprisonment, for one ycai,. oi -who have been released from such imprisonment within five years. Immigrants are defined as persona who arc not Samoans, permanent residents of Samoa, or persons born thdre. There are also regulations governing tho issue of temporary, permits and of permits for labourers brought to-Samoa.for service for definite periods.- •
