NEW CONSTITUTION URGED
G. B. SHAW’S SUGGESTIONS
ABOLISH PRESENT SYSTEM
INDEPENDENCE IN BRITAIN By Telegraph Press Assn.—Copyright. Rec. 7 p.m. London, Aug. 3. Mr. George Bernard Shaw, addressing the Independent Labour Party summer school, said the Government should produce a new reform bill establishing a new constitution, abolishing the party system and giving home rule to England, Scotland and Wales. - The next election should be fought on this policy, said Mr. Shaw. Only thus could the people be made to understand the reasons for Labour’s failures. Labour had been expected to produce results with a constitutional machine expressly designed to prevent results. The dole policy was ruinous and the unemployed should be organised into a national labour corps.
The Independent Labour Party members of the House of Commons have been circularised demanding their acceptance of the Birmingham - Conference’s decisions in favour of “Socialism and internationalism in our time.” The Daily Herald understands that many have refused to sign and are organising resistance to what they regard as an attempt to attack' them by Mr. Max ton's left-wingers.
