‘ 'PROMOTING TEMPERANCE ’ ’ ENGLISH SYSTEM FAVOURED SOCIAL WORKERS AMAZED By Telegraph—Press Assn.—Copyright. Rec. 7.50 p.m. Boston, June 9. , Five thousand social workers were astounded when Mr. Wickersham, of' President Hoover’s Law Enforcement Commission, following an address in which he avoided the prohibition question, suddenly resumed and declared with measured deliberation that the English system of promoting temperance by education aiid restriction of sales was far more effective than American absolute prohibition. The listeners applauded heartily when he stated that prohibition had failed, due to the overstressing of penalties and disregard of education. ■_
“AH this furnishes a very cogent suggestion as to better methods of attaining the object of the Eighteenth Amendment than those which the past decade has seen pursued,” concluded Mr. Wickensham’u. first public statement on the question.
