QUESTIONS OF PENALTIES. i Two queries regarding rules’ have been received by the council of the New Zealand Golf Association,;'which' were answered as follows: — (1) Docs a player incur a penalty bi two strokes who, playing a stroke round, plays his ball from within twenty yards' of the hole and holes put with the flag-stick still in the.,.hols?—Answer:' The player incurs a penalty of two strokes if his ball touches the flagstick which is in the hole. This is under' Rule 13 of the special rules for stroke competitions apd the only exception would be if he;had played the shot from inside the limits of a, defined hazard, because the “green” is defined by the rules as all ground within twenty yards of the hole excepting hazards.. Decision 167 of the rules of the golf committee states that the object of the rule, is to prevent players putting at the hole without removing the flagstick. (2) A and;B were playing together in a medal, ip,atch. A had putted and went some, distance past the hole anil his ball lay there. 'When B putted his' ball went past the hole and while B’s ball was in motion A lifted his own hall. What penalty, if any, does B incur Answer: B incurs no penalty, but A incurs a penalty of one stroke under Rule 13, which says —“If the competitor whose ball is the. nearer to the, holelifted his .ball .while , the player’s ball is in motion, he shall incur a penalty of .one stroke”
