'SHABBY LABOUR SCANDAL’ INDIAN VICEROY’S HOUSE BUILDER ALLEGEDLY ROGUE By Telegraph—Press Assn.-Copyright. Delhi, Jan. 28. A memorial submitted by the foreman of 2-500 coolies to the Viceroy alleges ■the completion of the Viceroy’s house and gardens in -New Delhi was disfigured by the shabbiest scandal. The contractor was repeatedly in arrears • with wages,’ until the coolies were in the greatest want and many died.' When the liabilities were heavy it. was alleged that the. .Aontractfir. .offered haff-as a final .settlement,-paying it. by a series of dishonoured cheques.' \ The memorial concludes: “It must be the poorest comfort to your Excellency to reside in a house knowing that large numbers of men, women aid children who laboured to make it were carrying on without food or shelter and were robbed of their hard-earned income by a contractor devoid of any sense of honesty.”
