Rec. 9 p.m. London, Dec. 6. The House of Lords carried the second reading of th© traffic Bill. Lord Russell, replying to the debate, which stressed the need for regularised movement of pedestrians as well as a better standard of driving among motorists, agreed that it was necessary to improve the driving of motorists and also the road sens© of pedestrians. The latter, he said, considered, rightly or wrongly, that the roads were the same as the grass-grown tracks of their childhood.
