The number of delegates has been increased by one, apparently to allay the Navy Department’s apprehension tnat its interests would not_.be adequately safeguarded by a 100 per cent, civilian delegation. Rear-Admiral Hilary Jones and Admiral Pratt (retired) will go as naval advisers. Rear-Admiral Jones expressed anxiety regarding the nature of the delegation, and for a time it was believed he desired to go as a delegate. However, the appointment of Mr. Adams.
