The scale of fines is flexible, so that the police must use their judgment. In case a motorist argues and arouses the ire of the officer he is almost certain to see the maximum fine applied. # « # # The "off-side” rule was accepted in New Zealand without much criticism and the majority of motorists agreed that it justified its inclusion in the Motor Vehicle Regulation, 1928. So wide was the approval of the measure that it is surprising that efforts to introduce it in England have failed. The opposition has been most marked, although the Automobile Association has recommended its members during the last four years to observe the rule and develop a custom jn the absence of legislation.
