CONSIDERATION BY BRITAIN CONDITIONS OF RESUMPTION OPPORTUNITIES FOR DEBATE British Official Wireless. Rugby, July 11. The Government has had under consideration the conditions under which diplomatic relations with Russia might be resumed, and it is understood that within the next few days a communication upon the subject will be addressed to the Soviet Government. The Prime Minister in the House of Commons to-day was asked -whether the House would have an opportunity of discii’ssing the question of the resumption of diplomatic relations with Russia before decisive action was taken, and whether, the communications to and from the Dominions on the subject would be published. Mr. MacDonald said a suitable opportunity for such a debate would doubtless arise, but he could give no undertaking to postpone all action until the debate took place. The question of publishing the correspondence as requested would bo considered, hut the matter had not yet reached the stage at which it would be desirable to lay the papers on the table. The other Governments would have to be consulted before such publication. In reply to supplementary questions the Prime Minister undertook that the formal procedure and practice would be followed in bringing the matter before the House of Commons. x
