RELAXATION OF CENSORSHIP.

The Liberal Press is allowed by the relaxation of the censorship to comment freely on the subject of what is unwelcome in the new constitution with which it is proposed to replace the Dictatorship. The scheme is to vest the Government in a single Chamber of which half the members will be elected on the basis of universal suffrage; another section will be elected by professional, trade, and agricultural ‘bodies; and the remainder will be nominated.
