After a speech by Signor Mussolini, the Fascist Grand Council adopted a scheme for a new Parliamentary Chamber. It is only known that there will be no more general elections, political meetings, or party campaigns. The Chamber will probably be selected from industries, corporations and professions. Signor Mussolini has issued u decree ordering Fascists living abroad to observe the laws of the countries where they are living. They must not take part in the internal life of such countries, and must not participate in strife. They must be examples of public and private integrity and respect the Italian representatives and Italian ideals. . ~
