While the Prime 'Minister was moving the second reading of the Licensing Amendment Bill in the House of Representatives this afternoon he was developing the idea that it was unwise to pass a law if it would not be re spected or could not be enforced. Mr. T. M. Wilford interjected that no law could be enforced unless the majority of men in the community were in favour of it. The Prime Minister: I prefer to say the majority of the population. Mr. Wilford: The women cannot do the enforcing. The Prime Minister: My opinion has always been that the women are the greatest moral force in the country. Women set the standard to be maintained. Supposing 55 per cent, of women carried the prohibition poll. We (the men) would be the first to fall into line.”
