APPOINTMENT OF CHAIRMAN. By Telegraph—Press Aasn.—Copyright. Received Nov. 9,—5.5 p.m. London, Nov. 8. It is understood the only reason for the delay of the appointment of ths chairman of the Pacific Cable Board is the awaiting of Canada’s approval of the nominee, whose name is not divulged. It is not Mr. Milward, however, as previously cabled.
