SEPTIC TANK LOCATION
BONE OF CONTENTION AGAIN
BOROUGH-COUNCIL DECISION
The much discussed matter of septic tanks was again before the New Plymouth Borough Council last night. At its previous meeting the council had declined to endorse a recommendation by two of the three members of the works committee that the tanks must be nt least 25 feet from the boundary of the section and the proposed condition was rejected. Last night, Cr. McPhillips moved, on behalf of the works committee, that the condition be reimposed. The Mayor: I don’t think you can move the rc-impositiou of a condition that the council has already thrown out. Cr. McPhillips; Well, I will move as an amendment that the distance be 24 feet. Cr. S. G. Smith: I move as a further amendment that the 4 of the 24 be struck out. / surprised councillor: Two feet! Cr. Smith: The one is as ridiculous as the otner. Cr, P. E. Stainton considered that Cr. McPhillips really wanted the council to decide upon some definite distance in lieu of the 25 feet the council had rejected. He accordingly, moved that the distance be 17 feet. Cr. H. V. S. Griffiths said he thought it made little difference how near the septic tank was to the boundary. The g that mattered was the location of the outlet of the effluent. He accordingly moved that the tanks be placed not less than five feet from the boundary, and the outlets of the effluent be not less than 15 feet from the boundary Cr. Smith moved that the whole discussion be ruled out of order, on the grounds that it .was contrary to the by-laws for councillors to attempt to ! ,am :d cr alter a resolution once passed - by the council without notice of motion, j The Mayor ruled, however, that the j amendments suggested by Crs, Stainton I and Griffiths were in t! a form of additions to the regulations, and were in I order. Cr. Griffiths’ amendment was put ami ' lost, and Cr. Stainton’s amendment was ! carried.
