SEPARATION FROM COMMONS. LABOUR MEMBERS’ BILL. By Telegraph—Press Assn.—Copyright. London, April 6. The Rev. J. Barr, backed by all the Scottish Labourites, has circulated a Bill, seeking to confer on Scotland a single House of Representatives of 148 members. If the Bill is passed Scottish representation in the House of Commons will cease. A Lord High Commissioner in Scotland will be appointed to represent the King. The Scottish Parliament will deal with all domestic affairs, except the defence forces and foreign affairs, which will be administered jointly by the Imperial and Scottish Ministers.
