REPUDIATION OF SECESSION. By Telegraph—Press Assn. —Copyright Capetown, Dec. 8. Addressing the provincial congress of the South African Party at Pretoria. General Smuts made his first reference Io the status question since Mr. Roos’ repudiation of secession. He said that the work of the South African Party was now crowned with success. The decisions of the Imperial Conference and Mr. Hertzog’s wholehearted acceptance of them, completely justified the South African Party’s action. He maintained, however, that there wae no material change in principle from the position defined at the previous Imperial Conference three years ago, when the right of treaty-making was fully conceded to the Dominions. What changes were made were of minor importance. He hoped that they were now finished with secession for ever.
