POSITION OF SPAIN. HER POLAND ACCEPTS SCHEME. Sy relegraph—Press Asm.—Copyright, Received Sept. 2, 5.5 p.m. Geneva, Sept. I. Spain is abstaining from participation in the reorganisation committee’s non-permanent membership scheme. Received Sept. 2, 5.5 p.m. London, Sept. 2. The Chinese delegate also accepted conditionally, giving a warning that failure to elect China to a scat for three years would precipitate a new crisis. The Spanish delegate, Scnor Palacios, merely announced his abstention from voting, while Poland’s representative, M. Sokol, said that although he did not believe the solution suitable, he would not. stand in the way of unanimity. M. Motta, winding up the discussion, said it was beyond question that Germany would enter the League and be given a permanent seat. The Daily Telegraph’s Geneva correspondent says that it is learned that Spain’s representatives last night were tn telegraphic communication with Madrid, and the hope is not yet abandoned that they will continue to co-operate with the League. Received Sept. 2, 7.30 p'.m. Geneva, Sept. 1. At the conclusion of the afternoon session of the reorganisation committee M. Motta said the committee would meet again to-morrow to consider its report, adding: “It is clearly understood that Germany enters the League with a permanent seat on the council.” The Spanish representative, Senor Palacios, thanked committeemen for their friendly allusions to Spain, and merely announced he would report the proceedings to his Government. M. Scialoja created something like a sensation when he said “all our sympathies are with Spain, but objective reasons prevent us giving her our vote and support, as we had desired and hoped.” -
