The Government so advised the Secretary of Mr. Kellogg, in suggesting a conference to work out by informal agreements co-opera-tive measures for tightening the rum blockade. The invitation to a conference to be held shortly in London has been accepted. The correspondence between Washington and London on the subject, which had been made public, discloses that the idea for tighter restrictions with Great Britain’s aid, originated with the British authorities, and that the conference invitation was extended as “proof of the desire of His Majesty’s Government to give such assistance to the American prohibition agencies” as is possible to give in the circumstances.” Mr. Kellogg said the American delegation was arriving in London at the end of May.
