The French viewpoint of Germany’s guarantee paet proposals, embodied in a preliminary draft note to Germany, has been handed to the British and Belgian Governments. i A summary published states that the note is profoundly pacific and emphasises willingness to co-operate with Germany in attaining supplementary guarantees of peace, provided the present treaties and conventions are not weakened and the rights and interests of the central European States arc not impaired.
