Marx’s formal resignation of the Cabinet, but requested him to continue in office pending the formation of a new Cabinet. Received Dec. 18, 5.5 p.m. Berlin, Dec. 17. Herr Ebert asked Herr Stresemanft (leader of the People’s Party) to form a Cabinet, but he declined.
