Lack of decorum in bathers was the subject of discussion by the Sumner Christchurch Borough Council. Dlr. Cooper asked if nothing could be done to prevent half-naked people lying on the beach on Sunday afternoons. The thing was being carried too far, he said Mr. Harris remarked that last Sunday afternoon he noticed town people undressing in the sandhills at the Scarborough end of the beach in full view or everyone. A new use for motor-cars had been discovered. Some people were drawing cars up on the esplanade and using them as dressing-sheds.
