CHARGE OF NEGLECT. e ■ London, Nov. 28. Scotland Yard denies the responsibility for the prohibition of the British sale of Vincento Ibanez’s book “Alphonse XUE,-the Military Terror in in Spain,” which is freely obtainable in France and South America. The book accuses Alphonso of neglecting public affairs and of obstinate prosecution of the Riff war in Morocco. Not Since the reign .of George IV. has a book been bantiwT in England on Ithe ground that it is objectionable to a foreign ruler.
