The principal item of interest at this morning's debate in the League of Nations Assembly was the report of the Mandates Commission presented by Dr. Nansen, who returned early this morning from Lake Constance after an interview with Dr. Marx. Dr. Nansen expressed appreciation of Mr. Hofmeyer’a co-operation during the discussions of the Permanent Mandates Comnriseion and hoped that the other mandatory Powers would follow the example of Soiith Africa and in future depute to the Mandates Commission the officials who were personally responsible for the administration of the mandated

territories. Mr, Buxton declared that the question of the prohibition of the liquor traffic in mandated .territories needed further investigation. If prohibition was applied to the blacks it should also be applied to the whites. The report of the committee was adopted, also the report dealing with slavery.
