REDUCING DUTIES ON FOOD By Telegraph—Press Assn.—Copyright. Paris, Sept. 19. Cabinet Iras decided to reduce import duties on certain essential foodstuffs, including condensed milk 6b per cent., butter 60 per cent., cheese, barley, rice and preserved vegetables 60 per cent. 'FRENCH TROOPS WITHDRAWING. Berlin, Sept. 19. The Frankfurter Zeitung reports that 'French troops have evacuated part of the Dortmund region and have begun to evacuate the Limburg-an-der-Lahn district, near Wiesbaden. PROHIBITION IN PHILIPPINES. Manila. Sept. 19. Advices have been received that it is intended to extend the American prohibition law to the Philippines. A cable from the American Consul-General at Hong Kong notifies that the amended ! law against vessels carrying liquor dras Ibeen made applicable to the 'Philippines. The Empress of Russiw has arrived without any liquor on board. .
