DEBARRING ASIATICS.

THE NATAL ORDINANCE. By Telegraph—Press Assn.—Copyright. Capetown, Sept. 18. The Government reserved the Natal provincial ordinance debarring Asiatics from the municipal franchise pending an appeal from the Indian Congress. This ordinance was twice vetoed by the Smuts Government as ultra vires, but during the elections Mr. Hertzog stated that he could not see how the Union Government could persist in veteoing if again passed. Hence the reservation has caused much surprise In Natal.
