Herrlot is abolishing all overseas penal settlements, including Devil’s Island, and henceforth all convicts will serve their sentences in France. The question of what shall be done in the immediate future with the convicts in colonial settlements has not been definitely decided. These number 4500. in addition to which two thousand remain in exile in th? colonies for further periods equal to the length of actual imprisonment. The Prime Minister states it is possible the New Guinea settlement may die out progressively by extinction, as in the case of New Caledonia, where there are now only 150 convicts.
