An editorial in the Matin defines France’s attitude, in the event of Germany making any reparation proposal worthy of consideration, whieh is still doubtful. Franco would demand, as a first condition, the lying-down of all arms and the abandonment of every provision designed to encourage resistance to the Allies. Until Herr Cuno can give a clear, precise undertaking to that effect France can only regard any attempt to open negotiations as a manoeuvre unworthy of serious attention. THE GERMAN GUARANTEE. London, April 27. The Dusseldorf correspondent of the •Daily Chronicle states that Herr Cuuo and the industrial magnates are experiencing great difficulty regarding the amount the latter should guarantee in support of the new reparation offer. Some think 3000 millions sterling not too much in order to end. the Ruhr conflict. They believe Germany could eventually pay it. Others are strongly opposed to offering anything beyond 1500 The Government now intends to offer the Allies a definite sum, but wants to know the extent to which it can rely upon the magnates’ guarantees. Owing to the protracted negotiations on this point the offer will not be made till next week. OFFER BY GERMANY. NOTE EXPECTED THIS WEEK. Berlin, April 2S. The newspapers learn that Govern ment conferences have advanced matters, so Cabinet will be able to conside • the main points of the note’over the week-end. These will be presented to the leaders of the political parties for their opinion. The note, therefore, is not expected before the middle of next week. PROBLEM FOR THE LEAGUE. Received April 29, 5.5 p.m. . Washington, April 28. Lord Robert Cecil, in a farewell speech, said: “I wish some nation or Power in the League of Nations would brine into the League tire question oi tho Ruhr.” He believed the time was now ripe for intervention by th" League, and he declared the question eventually would be submitted to it.
