AMERICA AND THE SOVIET. By Telegraph.—Press Assn.—Copyright. Received April 28, p.m. Harbin (Manchuria), April 27. Vladivostock advices state that the American Consul there is leaving 6n May 1, and is advising all Americans to do likewise. The Chita Conaul is also leaving. It is understood the Soviet demandel that Washington should request Moscow to extend official recognition to American officials. Mr. C. E. Hughes (Secretary of State) is replying by ordering the withdrawal.
