PROPOSED BRITISH ACTION. By Telegraph.—Press Assn.—Copyright. London, Feb. 4. The Pall Mall Gazette states that the Inland Revenue Department has proposed to the Cabinet that betting on horses should be taxed by licenses to all bookmakers and the taxation of the winnings of their patrons.
