CHOLERA IN RUSSIA.
PROPOSAL TO BURN TOWN. By Telegraph.—Press Assn —Copyright. Helsingfors, August 23. The Soviet commissary at Astrachan has informed the Moscow Government that Astrachan is so full of filth that It is useless to try to fight cholera. He recommends the inhabitants to evacuate the place and proceed to Siberia and let the town be destroyed by fire.
